THE GLA ROAD THE A12 GLA ROAD AND SLIP ROADS (BLACKWALL TUNNEL NORTHERN APPROACH, EAST CROSS ROUTE AND EASTERN AVENUE, LONDON BOROUGHS OF TOWER HAMLETS, HACKNEY, NEWHAM, WALTHAM FOREST AND REDBRIDGE) (PROHIBITION OF PEDESTRIANS, PEDAL CYCLES, HORSES AND HORSE DRAWN VEHICLES) ORDER 2020

1. Transport for London, hereby gives notice that it intends to make the above named Order under section 6 of the Road Traffic Regulation Act 1984.



2. The general nature and effect of the Order will be to:



(1) Prohibit pedestrians from any part of the highway, except on paved footways, of:



(a) The southern and eastern side of the A12 Eastern Avenue, East Cross Route and Blackwall Tunnel Northern Approach between its junction with Harrier Avenue, London Borough of Redbridge and the extended northern kerb-line of Culvert Drive London Borough of Tower Hamlets,



(b) The eastern side of the A12 Blackwall Tunnel Northern Approach between its Junctions with Twelvetrees Crescent and Gillender Street,



(c) The unnamed on-slip road connecting Bow Interchange with the western side of the A12 Blackwall Tunnel Northern Approach,



(d) The western / northern side of the A12 Blackwall Tunnel Northern Approach, East Cross Route and Eastern Avenue between its junctions with the unnamed off-slip road connecting the northbound carriageway of the A12 Blackwall Tunnel Northern Approach with Bow Interchange London Borough of Tower Hamlets and Kingfisher Avenue, London Borough of Redbridge,



(e) The unnamed off-slip road connecting the eastern side of the A12 Blackwall Tunnel Northern Approach with Bow Interchange,



(f) All on and off-slip roads connecting the A12 Blackwall Tunnel Northern Approach, East Cross Route and Eastern Avenue with Wick Lane, Wick Road and Lea Interchange.



(g) Temple Mills Road, Cowdry Road and the unnamed on-slip road connecting Hancock Road with the eastern side of the A12 Blackwall Tunnel Northern Approach,



(h) The unnamed on and off-slip roads connecting the south-westbound carriageway of the A12 Eastern Avenue with the Green Man Roundabout



(i) The unnamed off-slip road connecting the north-eastbound carriageway of the A12 Eastern Avenue with The Green Man Roundabout,



0) The unnamed on-slip road connecting the Green man Roundabout with the north-eastbound carriageway of the A12 Eastern Avenue.

(2) Prohibit pedal cycles, horses and horse drawn vehicles from proceeding on:



(a) The westbound and southbound carriageway of the A12 Eastern Avenue, east Cross Route and Blackwall Tunnel Northern Approach between its junctions with Kingfisher Avenue, London Borough of Redbridge and Hancock Road, London Borough of Tower Hamlets,



(b) The unnamed on slip-road connecting Bow Interchange with the northbound carriageway of the A12 Blackwall Tunnel Northern Approach between the extended northern kerb-line of Payne Road and its junction with the A12 Blackwall Tunnel Northern approach,



(c) The unnamed on-slip road connecting Green Man Roundabout with the north-eastbound carriageway of the A12 Eastern Avenue between its junctions with Cambridge Park Road and the A12 Eastern Avenue,



(d) The carriageways of the highways listed in article 2 (1) items (c) to (h) above.



(3) Prohibit pedal cycles from proceeding on the southbound carriageway of the A12 Blackwall Tunnel Northern Approach between its junctions with Twelvetrees Crescent and Gillender Street.



3. The roads which would be affected by the Order are the A12 Blackwall Tunnel Northern Approach, East Cross Route and Eastern Avenue and its slip roads, Temple Mills Road and Cowdry Road.



4. A copy of the Order, a statement of Transport for London's reasons for the proposals, a map indicating the location and effect of the Order and copies of any Order revoked, suspended or varied by the Order can be inspected by visiting our website at

5. All objections and other representations to the proposed Order must be made in writing and must specify the grounds on which they are made. Objections and representations must be sent to Transport for London, Streets Traffic Order Team, Palestra, 197 Blackfriars Road, London, SE1 8NJ or by emailing

trafficordersection@tfl.gov.uk

quoting reference NP/REGULATION/STOT/GK/TRO, GLA/2020/0242, to arrive before 18* June 2020. Please note due to Covid-19 access to post is restricted and requests for documents and confirmation of your objections or representations may be delayed. Objections and other representations may be communicated to other persons who may be affected.
